I am copying what I said up above in the comments but Go to the steam folder, go to userdata/some long number/ugc/referenced. When you subscribe via in-game or steam, it's suppose to automatically download to that mod folder but in your case, it's not. If are looking for the maps and tuner, it won't be in the mod's folder in COH 2 if you are not seeing them in game. For me, I have noticed that my downloads do not go into the Company of Heroes folder.
